  16. <p>Another coup attempt fails, but Perez still faces an unhappy
  17. Venezuela

  19. <p>     Early Friday morning, a Venezuelan state radio-TV channel
  20. broadcast a tape of Lieut. Colonel Hugo Chavez Frias declaring
  21. that President Carlos Andres Perez had been deposed by a coup.
  22. Premature: Chavez Frias, who led a failed coup in February, is
  23. still in jail, and by dawn Perez was broadcasting that this
  24. attempt too had failed. But then rebel planes bombed the
  25. presidential palace, and inmates staged an uprising in a Caracas
  26. prison. Saturday morning, government officials were reporting
  27. nearly 100 deaths. Sporadic fighting continued, but with the
  28. capture of several coup leaders and the surrender of other
  29. rebels, the beleaguered Perez (his disapproval rating in a
  30. recent poll hit an astonishing 92%) seemed safe. Able to govern?
